The above content is stated in the National Program on increasing labor productivity to 2030, recently approved by Deputy Prime Minister Tran Hong Ha.
The program aims to make labor productivity an important driving force for rapid, sustainable growth, effectively taking advantage of opportunities from the fourth industrial revolution. Vietnam improves the quality of market economic institutions, human resources, and develops science and technology and innovation.
Specifically, the program targets the average labor productivity growth rate of over 6.5% per year. Of which, the manufacturing and processing industry reached 6.5-7%; agriculture, forestry, fisheries and services reached 7-7.5%.
The labor productivity growth rate of key economic regions and 5 centrally run cities (including Hanoi, Da Nang, Hai Phong, Ho Chi Minh City, Can Tho) is higher than the average labor productivity growth rate. the whole country in the period 2023 - 2030.
Vietnam also wants to be in the group of 3 leading countries in ASEAN in terms of labor productivity growth rate by 2030. In fact, maintaining a high ranking in this rate will help Vietnam gradually catch up with the labor productivity of other countries. countries.
Data show that in the period 2011 - 2020, Vietnam's labor productivity growth rate was 5.1%, higher than the ASEAN average. In 2021 alone, the year severely affected by Covid-19, Vietnam's growth rate is 4.7%, the highest in the bloc. However, Vietnam's overall labor productivity is still low, with a large gap with other countries in the region and the world. The International Labor Organization (ILO) said that in 2022, Vietnam's labor productivity will only be 12.2% compared to the level of Singapore, 63.9% of Thailand or 94.2% of the Philippines.
On the other hand, the Government's report submitted to the National Assembly Standing Committee recently also showed that the social labor productivity growth target for the third consecutive year is stagnating. In 2021 and 2022, the growth rates are 4.6% and 4.8%, respectively, lower than the set target of 5.5%; This year it is estimated at 3.7-4.8%. Thus, the average increase in 2021-2023 is 4.36-4.69%, lower than the period 2016-2018.
To achieve the goals, a number of fields and localities will be selected for pilot purposes to promote increased labor productivity, thereby spreading to the whole economy.
Vietnam will study the establishment of a National Productivity Committee; Authorities and localities also regularly discuss with businesses, investors, and workers about requirements and barriers to solve problems that cause slow labor productivity.
In addition, the program also focuses on developing research, applying science and technology, innovation and digital transformation; Restructure the economic space, improve the competitiveness of industries (for example, regional development, regional integration, forming international service centers in trade, tourism, and finance in the regions). big city).
