Standing Vice Chairman of the National Assembly Tran Thanh Man said that the delegation will directly supervise the management of the real estate and social housing market in eight ministries, including: Construction, Planning and Investment, and Finance. Administration, Natural Resources & Environment, Justice, State Bank, Government Inspectorate, State Audit.
Along with that, 12 localities, including Hanoi, Ho Chi Minh City, Da Nang, Hai Phong, Can Tho, Binh Duong, Binh Thuan, Dong Nai, Khanh Hoa, Quang Ninh, Bac Ninh, and Hung Yen are also under this supervision. .
"The monitoring team can adjust the plan and request the reporting agencies to add additional content outside the outline to clarify the contents during the monitoring process," Mr. Man informed.

The real estate market, especially a number of large projects after the freezing period, has recently "inched up" after the intervention of the Government, ministries and localities. However, this market has not really "thawed".
According to the Ministry of Construction, in the second quarter, there were only 7 completed real estate and housing projects with more than 2,420 units, down half compared to the first quarter and only 30% compared to the same period last year. The implementation of projects was delayed or stopped due to legal and capital difficulties.
Commenting on the supervision plan , National Assembly Chairman Vuong Dinh Hue said that the supervisory team should carefully study the summary reports on the implementation of the Housing Law, the Law on Real Estate Business and the inspection reports of the Ministry of Justice. . This is to see clearly that the current problems of the real estate market are legal, planning, planning or capital, supply - demand, avoiding "swimming in a forest of data, while time is limited".
He cited the development of social housing, suggesting that this type of housing should only be rented by installments, or purchased in installments to avoid the phenomenon of buying, selling, and transferring. "And if you still buy and sell, this is the segment of low-cost commercial housing, not social housing. Currently, this boundary is not clear, so there is actually a situation of policy profiteering," he said. .
On the other hand, the real estate supervision plan and outline must clearly define what is the key problem of the housing market, associated with the land that needs to be solved in order to propose a radical solution. "Our goal is not to own a home, but to settle for a place to live and a place to live," he noted.

Thanh added that in addition to the eight agencies that will directly supervise, the Ministry of Public Security, the Supreme People's Procuracy and the Supreme People's Court will send reports because they are "involved in complicated cases." . The monitoring team will study and supplement supervision at the Ministry of Labour, Invalids and Social Affairs on social housing.
Deputy Minister of Construction Nguyen Van Sinh added that the Ministry will review and report on a number of contents not within the scope of supervision. For example, the group of policies related to the development of social housing, there are contents of the national target program that should be introduced, not integrated into the policy on social housing.
